I am trying to AirDrop an mp4 file from my MacBook to my iPhone and I keep getting the error message shown, on my iPhone. This mp4 file is a Milky Way timelapse that I created with Adobe After Effects and the file size is 9.7 MB. Any input on how to resolve this?

Assuming you have enough storage space on the iPhone, it is most likely an encoding problem with no app on the iPhone able to play the mp4 file the way it is encoded.
Try saving it to the iCloud Drive if you have the iCloud space and see if there is an app that will play it.
Another user reported that they needed to rotate the mp4 by 90 degrees in QuickTime Player before it would AirDrop, but you may also want to try to export in a different format.
I haven't changed anything with the workflow since I last did this and it worked without issue before. This is a new issue with the same workflow which previously worked without issue. I can save to files all day long in the cloud but then my iPhone compresses when saving to my phone for social media upload and the quality ends up being garbage.
I used a work around to open the original export in QuickTime, export it as a new file, and then AirDrop that one without issue. I may be an Adobe issue and not Apple, but that works for now. I'll be trying out Davinci soon and that'll give some insight, hopefully, as to whether or not it's an Adobe issue.
