After I wanted to downgrade from IOS17 beta back to IOS16 the IPhone14pro is stopping during installation. What can I do to fix it? Tried ITunes several times.

You can use Apple Configurator 2 to complete the process. To restore your iPhone using Apple Configurator 2, use the following steps (Back up and restore iPhone and iPad devices in Apple Configurator - Apple Support):
All contents on the device will be erased.
Your iPhone should be restored to iOS 16.6. You can use your iCloud or other backup to restore your personal content.

Uninstalling iOS Beta Versions:
A. Downgrading is not an Option:
You Can't. Due to compatibility, you cannot downgrade. You must reset the iPhone to Factory Settings. Once reset, perform he restore.
