Even after switching to “Prefer spoken responses” Siri still does not speak the responses. Is there a different fix?

Siri only types the responses and does not speak them. I have switched it to “Prefer Spoken Responses” but yet there is no spoken response. I have restarted my phone. I would prefer to not have to go to an Apple Store nor reset my whole phone. The software is up to date as well. Any help?
