Where are you looking? You should see your steps if you go to the Activity app and scroll down about midway. It should be just below the details of how often you stand.
If you want a complication on your watch face that shows your steps, you'll need a third-party app. StepsApp is one that I have used but there are lots of others.

Since it appears that it is unavailable to be tracked from your watch, as the sensors may be dirty or it is not in contact with your wrist. The reason it would be showing on your iPhone is because with iOS 16, iPhones can track steps and calories burned by themselves. There must be something wrong with the sensors on your watch, is all I have to say. Here's an article about this:

Steps are tracked by the accelerometer, not the sensors.
The reason it would be showing on your iPhone is because with iOS 16, iPhones can track steps and calories burned by themselves.
iPhones have been able to track steps since at least iOS 8.
