.com addresses should work fine, so there may be something else happening (or not happening) here.

If you are in India, you will want to use the Apple Developer app to enroll.

You must have a major credit card associated with your Apple ID account, and not gift cards or a balance.

An Apple ID must use email format, and not a mobile telephone format.
