I couldn't chose a different payment method. I follow your link, but couldn't find the option to ask the iTunes Store staff to make my balance zero. Can you send exact link to doing this?
i want to change my region but i coudnt because i have 0,06$. I dont worry about 0,06$, please reset my balance to 0$. .
