App Store asking to use cellular data when on wifi

When my phone tries to run automatic updates to apps, it stops running them and then asks me if I want to “download using cellular data?” or wait to do it later on Wi-Fi. The problem is it asks this while I am connected to Wi-Fi. It does this for every update. This seems to be a bug after IOS 16 - I never had this issue before that.

Is there any way that cellular can be switched off only for these big iOS updates, or any way that I could at least be warned that cellular is used when on wi-fi? Many Apps do not Work on Cellular Data on IPhone I see many have the same issue and there is no solution. They work fine on WiFi. The radio button setting to have these apps use cellular data is turned on for all these apps. Examples include Spotify, Apple Music and some streaming apps. On the other hand other apps work well. Connecting to a WiFi from someone sharing their hotspot and the app works. It is
