Copied this from a Reddit discussion, I had the same problem and was late for work because of it ‘just found a fix , you need to goto Face ID & passcode in settings and turn off attention aware !’ I’ve just tried it and it works, made me jump out of my skin as I had my volume full blast

Why doesn’t anybody understand the separation of ring volume & audio volume from apps? I’m talking about the volume slider! I understand I can turn the ringer off. I’m talking about using apps with the volume down, so I don’t disturb others. I can no longer use my phone with the volume down & fall asleep. That makes the alarm useless to me.
Thats not true. I have had my iPhone for years & exclusively use the clock alarm as my alarm, every day! I always have my ringer volume down, and my alarm is always the same, wry loud volume. I just updated 2 days ago & now it’s not!! Making my iPhone alarm, which I e used exclusively for years, pointless!!
🙄 Right. The super expensive device I purchased that I have used as my alarm for years gets an update that changes it’s functionality to non-functional for people & I shouldn’t contact support. 👍
Turn off Attention Aware in the Face ID/Passcode settings function. This is the answer!!! Thank you to original poster🙌🏼🙌🏼

Just wanted to clarify that they were not the same prior. I have never had to adjust my volume slider for my alarm volume. It has always been very loud, even when my volume is very low. I use my phone a lot when I wake up in the night, and so I don’t disturb others, I have my volume very low. I fall asleep & am awakened by my loud alarm. I updated 2 days ago & now my alarm volume is the same as my volume slider. Since I’m disabled & on medications, I will always be up throughout the night & fall asleep without changing the volume slider. Thus making the phone alarm now useless. That’s a main feature of the phone for me.
Right. I read all of that. But the volume slider does, so if I’m on my phone late with my volume down, my alarm volume will also be down. So, suddenly, with the update, the alarm volume goes to nothing & unless I want to watch videos at full volume in the middle of the night, my iphone alarm is no longer useful.

Bring back the “Alarm Volume” slider you can adjust within the alarm.
Is it going to be difficult for me to get used to using a clock alarm again, not really. I don’t travel much anymore, so I don’t need to rely on it away from home. However, this & other changes in update 16 take away functions that matter to me & make me want a different phone manufacturer & I never have before. Apple may want that feedback.

👀 And I have explained to you that isn’t helpful! I’m not talking about YouTube! I appreciate your comments, but insisting your way is solving my issue, when it’s not, isn’t helpful.
These changes mentioned below were the same prior to iOS 16 and after.
"If the alarm volume is too low or quiet...
Do Not Disturb and the Ring/Silent switch don’t affect the alarm sound. If you set your Ring/Silent switch to Silent or turn on Do Not Disturb, the alarm will still sound.
If your alarm doesn’t sound or is too quiet, or if your iPhone only vibrates, check the following:
Manually adjusting the time on your iPhone in Settings to change app behaviour, such as game timers, isn’t recommended and can affect alarms."
