You are only able to replace the recovery key if you have your Apple ID Password and a Trusted Device associated with your Apple ID.

  1. Go to: https://appleid.apple.com
  2. Sign in with your password and trusted device.
  3. In the Security section, click Edit, then Replace Lost Key.

As noted by Apple when using a Recovery key:

"Using a recovery key is more secure, but it means that you’re responsible for maintaining access to your trusted devices and your recovery key. If you lose both of these items, you could be locked out of your account permanently. With that in mind, it's important to keep your recovery key in a safe place."

Then unfortunately, the phone sat in a warehouse somewhere for a long long time. You will have to keep a close eye on the battery, since it will likely decline much faster than normal.

Follow the instructions in the Apple Support document above your name in your original post to erase / reset the phone and then set it up again. That link appears again below. If you have a current backup of the phone, you can use that to restore your data back to the phone.

It might be a good idea to write down the new passcode and keep it in a safe place.....even if you might be sure that you will never forget it.

Let's back up just a bit. The iPhone 11 is likely not new, since this model was discontinued about 3 years ago. If the phone really is "new", it has been sitting in a warehouse for about 3 years, which would be terrible for the battery.

Did you set up the iPhone previously and you have forgotten the passcode, or did you buy the phone from another person who supposedly gave you the correct passcode?

The phone should have started up to the "hello" screen. Was that the case?

What issues are you experiencing after following the article that was viewed on the top of the screen? That is the article that needs to be followed to reset the Passcode. If that does not work it also details steps to take that requires a computer to reset the Passcode. More details will be needed for what is not working for you before a solution can be provided.
