Try this. Sign out of iMessage on all of your devices. Sign back in on your iPhone. Once iMessage has been activated on your iPhone, sign back in on your other devices. Once all of the devices are active on iMessage, go back to your iPhone and re-enable Text Message Forwarding.

What type of messages are you having trouble with? SMS (green)? Or iMessages (blue)? Are you having trouble on only one device? Or both? What kind of error messages are you seeing? What do they say?

If the problem is that you can't send SMS messages from your iPad, it most likely means that Text Message Forwarding got turned off. On your iPhone, go to Settings>Messages>Text Message Forwarding and re-enable your iPad.
