Why is it possible to change your Apple ID password with just your phone passcode?
iPhones are being stolen and the thieves are demanding the passcode. Is there a way around this?

No, or don't give them the passcode.

Gangs of thieves have demanded phone passcodes at gunpoint. "Don't give them the passcode" is not an option. I live in DC, where people get killed over much smaller things.
That’s why you carry a decoy phone and don’t walk around staring at your phone.
Decoy phone is an interesting solution, but annoying. Looking at your phone or not, that doesn't stop gangs. They are aware that everyone has a phone. It seems like there's no solution to this. This seems to be a scary security issue. Why did apple recently change the fact that one does not have to know the old password to make a new one? That is the crux of the problem, it seems. One article says you can protect that section of the phone with a secondary password, designed for kids?
No one here can address any question as to ‘why’ Apple made the design decision they did.

It might seem that the crux of the problem might rather be too much potentially sensitive info carried around EVERYWHERE …
… by users who “demand” that it ALL be instantly accessible anytime; w/o any extra effort on their part.
Adding another password is not going to deter criminals who are already using physical coercion; they’ll just make the victim “cough up more.”
It might seem that the only solution to coercion - for now - is to simply “carry around” less.

It reminds me of a few years ago while attempting to teach an office colleague how to use a VERY basic and user-friendly desktop password manager.
Their response was, “I don’t have time for all those those extra [3 or 4] clicks.”
