macOS settings (mouse, keyboard, trackpad, dark mode, etc.) reset after restart

From one day to the next, with Ventura 13.4.1 (Apple M1 Max), my user settings started getting reset to what I assume are factory defaults after each restart/shut down. I've updated meanwhile to Ventura 13.5 but the issue persists.

Examples:

  • I set appearance to "Dark", but after restarting the computer, setting is set to "Light"
  • I disable trackpad natural scrolling, but after restarting the computer, setting is enabled again

Further info:

  • I've tried safe mode, settings do not persist after shut down/restart
  • I've logged out from iCloud, didn't help
  • Disk permissions for my user are set to Read/Write
  • No disk health issues were detected
  • I've created a new user account and settings work as expected

Any ideas or help appreciated, thanks in advance.

You have certainly done a lot of good work 👍 to trouble shoot this issue.

The fact that creating a new user account and all work as expected tends to indicate there is something in the main user account playing up

To avoid a question / answer and question / answer scenario

Download the Application Etrecheck directly from the Developer.

This is a Diagnostic Tool that makes no changes to the computer.

It makes a coherent and readable inventory of both the Hardware and Software used on the computer

The application is free or paid from added features.

A quick look at the report and use that lightly only because this computer appears to be a Managed Configuration

Below are only a partial from the report

MDM Configuration are honestly not something I am well versed in and then to back away from

That is outside of a suggestion deal with the MDM Service and or IT Department that enrolled the device in this service

A - Configuration profiles found - This computer may have configuration profiles installed.

  com.apple.security.root
