Cannot open pages because the server can’t be found. I cleared the cache and websites. Shut down. Reopened. Still cannot open.

If only one website is affected consider the possibility the server or servers hosting that web page is disconnected or unresponsive.

If multiple web pages are not responding, try using your iPad's cellular data or a different wireless network as suggested in this excerpt from If Safari isn't loading websites or quits on your iPhone, iPad, or iPod touch - Apple Support:

"Try to load a website, like www.apple.com, using cellular data. If you don't have cellular data, connect to a different Wi-Fi network and then load the website."

If you still can't load web pages, that Apple Support document offers additional suggestions. Review all of them.
