downloaded videos dont appear on ipod 7

i downloaded and categorized some home videos to my ipod 7 from itunes as tv shows. when wifi is on, they display on the device with arrows on the side that when pressed ask to remove the download . when the wifi is off, the videos dont. why is this? if they are on the ipod, shouldnt they be displayed even if wifi is off? i am just curious.

Can you watch the videos on your iPod without pressing the arrows?
Without showing any personal information, can you provide a screenshot of what you see on your iPod touch?
Which app are you using on your iPod to access the videos?
