All files are quarantined after OS upgrade, not just Apps

Hi

I hope someone can help!

I've just upgraded my OS from 10.14 to 11.7.9. Since the upgrade, all files give the error "[file] is damaged and can't be opened. You should move it to the bin." I do not see anything that tells me it's marked as quarantined, but that's what I gather is happening.

I had gatekeeper disabled on my previous installation. I have enabled it again. I can unquarantine the files individually if I use this command (xattr -d com.apple.quarantine /path), but clearly that's not the solution. Every file gives me an error, apart from ones I've created since the upgrade.

I'd appreciate it if anyone can share a solution or has come across a similar issue?

Thanks!

Q - " I've just upgraded my OS from 10.14 to 11.7.9. "

A - Mojave macOS 10.14 was the Last Version of macOS to support anything 32 Bit.

A - Suggest using Go64 to find 32 bit applications before attempting the upGrade. Some or many of the Application s already installed may require an update or upGrades to 64 Bit Version

Q - " marked as quarantined,

A - Above might be the 32 bit versus the 64 bit affect
