"This feature isn't available with the Apple ID you're currently using." Error when attempting to update Apple Store

When I open the store app on my iPhone 14 the "Get" button on every app is darkened and I cannot download any apps. When I go to the account page and attempt to press "UPDATE" on the Apple Store icon I get the error above.

I am on a managed device, but my IT team swears that my configurations should allow me to install apps, as I have the same configuration as everyone else.

iPhone 14, iOS 16

Though you are correct, that is not the issue here. Customers ARE able to Sign-In to the App store (call it a glitch or an Apple mistake) and when they do so, they are unable to SIGN-OUT of it. They get redirected to the App Store and then get the error message he just mentioned. "This feature isn’t available with Apple ID you’re currently using.". There is no known quick resolution for this at the time either.
