That is correct.
To update using data, you would need a phone that is 1) capable of 5G performance....and....2) a 5G connection from your carrier.
Although you might have 5G service from your carrier, the iPhone 6s Plus is not capable of 5G performance. You would need an iPhone 12 or higher model for 5G capability.
