During my vacation at the beach, one person was under the umbrella (shade) other lying on the sand. I could not handle the brightness.

Take a HDR photo pairs with different exposure areas and then decide which is the best.
Or, better yet, take similar raw images and manually adjust the exposure, highlights and shadows (maybe with a mask) with Lightroom or some similar app (sorry, I have not tried how Photos can handle that).
You could use the the Flash for the person in the shadow to brighten the foreground.
Are you asking about Photos for Mac or photos taken with an iPhone?
Even Photos iOS or Photos on iPadOS has adjustment sliders to brighten the shadows or dim the highlights, not only Photos for Mac.
