If it says delivered on my end after sending a text is there iPhone on or off or could it be either?

About Messaging Keywords:
A. "Delivered":
If a sent message reads "Delivered", then is was successfully submitted and sent through to the recipient. They may have yet to turn on their iPhone (or other device), and read the message.
B. "Read":
You will see "read" when the recipient has read the message. Note that people can disable this feature on their iPhones(for Security & Privacy). So, if "Read" is not provided, then they may have read it, but they are not reporting it to you.
