Any time I open more than 14 apps my IPad 7’s system crashes. It started after I updated to the iPadOS 16.0 (20A5339d). I have 32 GBs of storage on my IPad. Is it a bug of optimization or my IPad’s storage is too small for it?

You can check your space here : settings > general > about > scroll down to
" available " .
You can close some of the apps : from the Home Screen , you're going to swipe up to see the open apps … put your finger on the bottom , center border of your iPad , swipe up to the middle and you'll see the apps … swipe them up ,they'll disappear .

If you don't have much free space available (see the instructions Anne gave about how to check), you will potentially see issues. You should remove what you can from the device to free up space.
