Wi-Fi turns itself off automatically

Wi-Fi is on for a second, then when going to settings, it is off again.

when I’m general settings, I’m unable to swipe sideways to enable it.

I’ve reset the phone. Now on startup it doesn’t pick up a single Wi-Fi network in the area. What is wrong with it?
