Can I go back to macOS High Sierra, when Catalina is already installed?

I am running macOS Catalina 10.15.7 on my MacBook Pro, Mid 2012. In photos I can bring up pictures that were in iPhoto. I cannot export the picture out of Photos, or print, I just get export failed. Can I reinstall High Sierra to be able to access the photos an export them off of this old MacBook Pro 2012 and not lost the pictures in the process.

sorry, no. going "backwards" to a prior macOS on an intel Mac requires erasing the Mac before reinstalling the older macOS. you would lose all your photos.

but rather than using the "export" function, have you tried using the photos app "edit" menu to "select all" of the pictures and simply drag them all as a group to an external storage device?
