Erased & reset ipad pics still there

Recently I erased and reset my 5th gen iPad to give it to my neighbor. I also signed out of my Apple ID, and removed it from my iCloud. So why are my pictures still on it?! Everything else was erased as expected. I am nervous about just deleting them, lest I delete them from all MY devices and lose them all, and I sure don't want her pics showing up on mine, or my new ones showing up on hers. Honest, I did everything they said to do, step by step to get the iPad ready to give away. Any ideas how to fix this?

Handing OVer a Device:

Did you ever log out of iCloud prior to the reset? Perform as instructed here, including the iCloud log out: What to do Before you Sell, Give Away, or Trade in your iPhone or iPad - Apple Support

Confirm these are Downloaded:

So, do these photos have a cloud with a down arrow on them? If so, then that would indicate that are on cloud storage, and have yet to be downloaded. Log in here, and see if you see them: https://www.icloud.com/photos

You are welcome.

Excellent job troubleshooting!

So, What Happened?:

It's probably a matter of Apple's iCloud servers lagging while the photos were being managed. Or, it data being transferred may have gotten stalled while in the process of performing the reset.

As for Recovering Lost iCloud Photos....

One unique method...

Download All of iCloud:

If you wanted to, you could download all of iCloud, and then search what is in the download. Perform my User Tip: Getting a Quick and Direct "iCloud Drive-to-External Hard Drive" Download - User Tip. You would then use the Search Bar in a Finder window to browse all of iCloud, typing the extension(filetype) of the file or the filename.

Before giving her the iPad, I went to that very site, and performed step by step the instructions given, in the order given, but still have pictures on the iPad. (I didn't realize the pics were still there when I gave it to her, since I had done all these things.)

Let me be clear. I DID sign out of icloud, reset, erase, and she signed into the ipad. The iPad is no longer listed as one of my devices. My photos are still there. Yesterday I also erased some albums and they reappeared a brief time later! It acts like I'm still signed in, but I'm not--she is.

Nope, I don't have family sharing with a neighbor. There were no arrows on the photos. Today I just went over to my neighbors and once again deleted the empty albums and they stayed deleted this time. I noticed that less pics were in the library than before, really not many at all. So it seems it was catching up! I picked out the few I definitely want to keep and sent them to myself so I can upload them again JIC. I deleted all my remaining pics from her iPad. What really happened? IDK, but hopefully they won't reappear like before. Thanks for trying to help.
