apple watch se apple id locked

ok this guy had his apple watch se up for sale on facebook market place and i bought it from , and i ask to make sure the apple id had been removed he said yes , well when i get back home and charger up the watch it ask for his apple id so i texed him and he gave me his info to his apple id ,, so i try to take it off and it all it wwill say is apple id is disabled . so i did text him again and he said he went to i cloid.com and removed the apple id bit it still will not let me pair it to my apple iphone13pro
