I need to use an existing USB printer SCX-3405FW with the operating System macOS Monterey 12.6.8. While printing a message appears printer filter stopped. The SCX-3405FW is not an AirPrint supported device.

It will depend heavily on whether HP still produces a Monterey compatible driver for that old Samsung device. It would appear that HP dropped printer driver support the SCX-3405FW at macOS Mojave 10.14 and it would be a miracle if those old drivers would now work on Monterey.
When networked (either Wi-Fi or Ethernet) the Samsung SCX-3405FW is supported by Apple's AirPrint. But not with a USB cable connected to it.
