To see if Apple refurbs are available in your country/region, open the Apple home page for your country and scroll to the bottom of the page to the little links there. If your country qualified fo r refurbs, you will see this option:

You cannot just buy Apple returns. We do not know Apple's criteria, but they do have a refurnished section in the Apple store in some countries where you can buy certified refurbished devices.
