I got my phone stolen and have an unpaired Apple Watch that I’d like to start using but the only device I have available to pair it with is my iPad though it doesn’t work

Watch is an iphone accessory, ipad will not do it.
If your partner or other immediate family member has an iphone you can pair it with theirs with reduced functionality but it must be a cellular watch model with its own cellular plan
