In using a beta version of software, you should have every expectation of encountering unexpected behaviour and/or functions and features that do not work as anticipated.
Having restored iPadOS 16.6, you can restore a backup created by iPadOS 16.6 or earlier - but you cannot restore a backup created by a later version of iPadOS than is currently installed on your iPad.
If your iPad is not performing as expected, try a forced-restart - as this will often clear an isolated software issue:

If your iPad doesn’t have the Home button, do the following:
- Press and quickly release the volume button nearest to the top button.
- Press and quickly release the volume button farthest from the top button.
- Press and hold the top button.
- When the Apple logo appears, release the top button.

Press and hold the top button and the Home button at the same time. When the Apple logo appears, release both buttons.
