The device was replaced due to a broken screen, and when I received the new device, I discovered that it has supervision mode and that it had worked before, and I cannot download programs and applications on the device

You will need to return the iPad to whoever supplied this replacement. Apple will not intentionally supply a supervised device, or with an installed management profile.
