Cropping 16:9 image in Photos imposes Landscape

I shoot still images in 16:9 (usually in landscape) because it suits to incorporate in holiday videos without too much messing about. However occasionally I will shoot in portrait and pan up or down the image in the video editing software. Recently, whenever I crop (to straighten) a portrait image, Photos imposes a landscape aspect. This is extremely irritating because every time you have to select, "Original", then "16:9", then carry on with the rotation process.

Is this a bug or am I missing an elementary setting somewhwere?

16x9 is a landscape ratio

If you are cropping a portrait image shot in 16x9, it is likely the portrait image actually has blank pixels to make up for the ratio, and is in fact a landscape photo with borders. You can crop the photo right on the image edge if you so desire, that way, making sure it maintains a portrait profile. The camera needs to know you are shooting in portrait made for it to output portrait and not 16x9.

Not sure I agree with you...

Once you choose "Original" it's clear there is imagery either side of the imposed portrait 16:9 aspect. So the camera seems to have shot a generic image size, the chosen aspect is "post production" as it were. My point is, why does the Photos programme ignore the chosen aspect during the editing process - which after all both the 'phone and the computer respect when displaying images, pre-editing.
