Charging more than needed
Apple is charging me 29.94 for my storage when it should be 2.99. i haven't paid the 29.94 but it wont let me download any apps until i do

Maybe the 29.94 is not for storage. Until you settle up with Apple they won’t let you download anything.
Go to https://reportaproblem.apple.com and see what you are being charged for. Better yet, Here is a one-stop link for billing questions→Subscriptions and Billing - Official Apple Support. You can review your purchase history to see what you were charged for, cancel subscriptions, request refunds and update your payment method.
