You can either backup your iPhone to iCloud or to your computer via Finder for Mac or iTunes for PC. You can see your options at the link below:

Regarding your contacts, most contacts now are synced through one service or another. It is possible they're in iCloud already. Under Settings > Contacts > Accounts on your iPhone, you should see what account is syncing your contacts. New contacts would then also be created under that same account.

Finally, if can you let us know more about what you mean by passing your photos and videos? Are you trying to sync them from your computer to your iPhone? Or instead use iCloud Photos?

Enabling Contacts or Photos in the iCloud settings would not include those things in an iCloud backup directly.

iCloud is primarily used for syncing your data across your devices. Enabling iCloud Contacts or Photos will sync that data through iCloud to all your devices connected to iCloud.

You should be able to check what content is currently syncing to iCloud on the iCloud site: https://www.icloud.com/
