How to Fix Airdrop Device Photo always showing a blank image

Hello, I have this very odd situation since I created a new Apple ID. Long story short I wiped all my devices and prepared them for my new apple ID. I used the Piano Photo in suggested photo for my account photo for Apple ID which shows up on all my devices. but the issue is when using airdrop my MacBook always is just a white circle. nothing I do corrects it. I've changed my avatar photo to something else and then back again which was **** bc it doesn't update my other devices like it should (which requires logging out of each one and back in again to update everything .... ugh). I have made sure my contact card has the photo which it does. it's something to do with the macOS side of things since my iOS devices always show the photo fine with each other and on my MacBook. the only differences is my MacBook account name isn't using my name like my iOS devices do. I doubt that has anything to do with it, even though I did test that theory out and made no difference.

I as wondering if macOS Ventura stores the photo files somewhere else now a days other then contacts since there would be no other way for it to always be a blank white picture. I also wonder if its on the iOS side of things, since there first time I airdrop to my Mac it always fails but the second time it goes through. new apple ids should have these issues. ...

MacBook Air 15″, macOS 13.5
