i get a message "you cannot signup with a work or school email address"
On my IPAD Mini , I am trying to setup my work email in settings > Mail > Add Account, it says " You cannot set up your work or school email here"

Are you trying to add a school or work account? You might have to select the Exchange option instead of Outlook.com even if that's the website you use to sign in on your browser. See Choose the correct email service provider when you add an account to Mail - Apple Support.
