Setting "all desktops" for Finder windows not working after restart on MacOS Ventura

I have the latest version of Ventura installed. The issue described has been happening since Monterey.

My Finder is set up so that I have two windows open at all times, arranged in the right corner of my screen and another one left of it (middle bottom of screen). I have checked "show on all desktops" as I am using 3 different spaces and need to access the Finder from all spaces (Audio Editing work).

  1. After a restart of the system, the finder window positions are sometimes remembered but sometimes they are completely off
  2. Switching to another space (after restart) does not show some of my Finder windows on the other space - to fix this, I have to go back to Space 1, click and hold the title window, switch to the other space while dragging the window over and then letting it loose again (this is a really awkward and unacceptable procedure btw)

This has been happening on a mint-installed Mac Studio with Monterey since last year - every update I installed since then has not fixed the issue.
