Setting up classroom IPADS
I have been provided with 4 more IPADS for my classroom. I am having trouble getting them set up. I also want to load each with Procreate.

Congratulations on the new deployment. First, a couple of questions.
Are the iPads enrolled in an MDM and linked to Apple School Manager? Or, are they just four iPads that you are setting up independently?
If they are enrolled in an MDM and you have Apple School Manager, you will want to purchase 4 licenses of Procreate through Apple School Manager. Once purchased through Apple School Manager, you can assign the licenses to your MDM and then from the MDM, assign the apps to the specific iPads. This will ensure that no Apple IDs will be required on each device as you will be doing device-based licensing. An MDM is the easy way to deploy and manage.
If these are your only 4 devices and you don't have an MDM, then you will need to setup the devices manually. In this case, you will need to purchase the app with an Apple ID. This is a gray area were it is easy to violate license compliance. It is possible, but not right, to use one Apple ID and purchase one copy. Then you would log into each device with the one Apple ID to install the software. There are many problems with this approach (beyond license violation). With an Apple ID on the device and no MDM to limit function, the students may abuse the Apple ID or use it for services not intended.
If your institution has a fleet of Apple products, have a conversation with your IT department. Request that they volume purchase 4 copies of Procreate in Apple School Manager. Ask them for enrollment assistance with the devices (assuming there is an MDM). If these units were donated, then they can be sideloaded into ASM using Apple Configurator.
