You can try to do a force restart of your iPad and see if this helps. If the home button is a physical button and is physically hard to press, there may be something else going on, but being slow to react to the buttons will most likely be solved by doing this.
To do a force restart of an iPad with a home button, you press and hold both the Home Button and the Power Button and continue holding them till you see the Apple Logo show up no the screen. When you see the slider “Slide to Power Off” ignore it and continue holding both buttons. Once you see the Apple Logo you can release both buttons and allow the iPad to continue booting as normal. Once it comes up, check to make sure that the issues you were having have been solved.
