force quit "install in progress" and pops backup to cancel shut down MacBook

In trying to shut down my Mac, the Installer has been replaced by a window named "Install in Progress" with the attached dialogue"StatefulFirewall is being installed. .." I've tried forcing it to quit through  > Force Quit..., as well as through Activity Monitor, but the window just pops back up and cancel shut down macbook for all the night.
