Tried a couple cleaners, tired a lot of ways to open in safe mode, tried to change permission. Did I miss something?

Did you manually delete or move Time Machine backups to the Trash?

If so, then your Time Machine backups are corrupt and those backup are stuck in the Mac's Trash.

To remove the backups from the Mac's Trash, eject and disconnect the Time Machine backup drive and check/empty the Trash.

If that clears up the stuck backups in the Trash, but they come back when you reconnect the backup drive. Then you need to Erase your corrupted Time Machine backup drive and Start over with new backups.

Then in the future,

1) Never ever manually move Time Machine backups to the Trash.

(let Time Machine automatically prune as needed)

2) Never ever install any third party cleaners on your Mac.

(most are useless and do more harm than good)
