I can't move my photos to an external hard drive due to error message: "IMG___4532 couldn't be copied because you don't have permission to access "New photo imports"

Just a small percentage of my photos moved over to an external hard drive (Mac setting, unlocked, Read &Write permission setting) when I dragged and dropped. The rest (the majority) of the photos received this error message. How do I go about changing this setting or is there a work around?

They are mostly old photos from previous old phones. The error message is occuring on a 2022 Macbook pro running Ventura 13.5.

Also, is there an easier way (steps) on how to bulk move all those photos to a hard drive, rather than drag and drop?

Do not drag and drop from Photos. It used to work as expected but not anymore. The output might produce even a low-res thumbnail or some other unexpected result.

The recommended workflow is to use Photos > File > Export Unmodified if you want the original (maybe with .xmp sidecar with nonstandard GPS tags you must work around for files in western and southern hemispheres...).

It should work to an external volume. But if it does not, export to the internal (and try to find out why export to the external does not work).
