The best thing you can do is give them feedback through Feedback - iPhone - Apple or other official channels in your organization. According to the Use Crash Detection on iPhone or Apple Watch to call for help in an accident - Apple Support article, iPhone or Apple Watch automatically calls emergency services after a 20-second delay, so you hopefully you shouldn't be receiving a mere location, but a call as well.
