If you cannot sign out of Find My for the old Apple ID you need to submit proof of purchase to Apple, see "Start a support request" at How to remove Activation Lock - Apple Support
If Find My is not on, you just need to use a computer to restore the iPhone to factory settings. (This is ONLY if Find My is not enabled in Settings.) Restore your iPhone, iPad, or iPod to factory settings - Apple Support
