Doesn't work location on mac

I recently bought a Mac Pro on m1 Pro. It was from the USA, but it was used. I am from Ukraine. Now I recognized that all locations didn't work.I turned on all location service settings, and Wi-Fi was turned on. Also, I can't choose my time zone because of location. It is "according to North American Eastern Daylight Time", so my time can't update automatically. The last location of my mac is the day when I reset my mac, set was up, and updated it from Monterey to Vetura 13.5.1. What can I do?

MacBook Pro 14″, macOS 13.5

Check in System Setting >> Users and Groups

Is your account the Only Account on this computer ? First image

Also in System Setting type profiles as per Second image below. If there are Profiles appearing ?

In System Settings > General > Language & Region, select Region > Europe > Ukraine.

In System Settings > General > Date & Time, disable "Set time and date automatically" then type the name of the closest city in "Closest city".

I didn't suggest choosing from the list. I said to type in the name of a nearby city. You must disable "set time zone automatically…"

Just type a city name onto the time Zone popup menu.

Location will only work if nearby Wi-Fi access points are in Apple’s database.
