can install last version of R

I can not install and update R version 4.3

when I download, this warning is appealed: R 4.3.1 for macOS (ARM64) can’t be installed on this computer.

The version on macOS is Monterey(12.4) and version R(4.3) also need macOS version 11 or higher

please help me
