Since the release of the new OS from WWDC23 an issue persists in Safari Bookmarks

After the OS update, a similar bug occurred from a WWDC release 3-4 years ago. So, the team did not learn. It is happening again. And I've been told the ticket has been escalated since July, and the only update I recieve is "no update; someone is working on it."

The Issue that I can replicate, and have replicated with tech support on the phone:

1) A user cannot permanently delete a saved Favorite URL or Reading URL.

2) Any editing-organizing of URLS into folders does not persist; it reverts back to the state in the ordering was made since the OS update.

3) Syncing across devices replicates the issue.

4) URL stored in favorites at the top are pushed to the bottom.

I have lost tons of work hours due to the above. How can Apple want to deliver Apple Vision Pro when the current foundational applications - and services can't even work properly?

Has anyone had this iussue and did you discover a fix, besides never using Safari again? (And moving to Chrome or FireFox?)
