If I add a new rule (or edit an existing), save and exit/close the mail app, the rule (or edits) are gone when I restart the mail app. I've tried most, if not all, of the fixes proposed to others with no change.

If it were me—Try turning off Mail in iCloud— then edit /add rules on your Mac and see if they saved properly;
>System Settings>AppleID>iCloud>Mail
re-enable iCloud Mail and compare your results after that.

I've tries the Safe Mode start up.
My iCloud was not 'on' for mail. I turned it on, tried the rules then turned it off but in all cases (as with the numerous posts I've read about this issue from others) the added rule is ther until you close out the mail app. UPon restarting, the rules is gone.
Give this a try: boot into Safe Mode according to How to use safe mode on your Mac and test to see if the problem persists. Reboot normally and test again.
NOTE 1: Safe Mode boot can take up to 3 - 5 minutes as it's doing the following;
• Verifies your startup disk and attempts to repair directory issues, if needed
• Loads only required kernel extensions (prevents 3rd party kernel/extensions from loading)
• Prevents Startup Items and Login Items from opening automatically
• Disables user-installed fonts
• Deletes font caches, kernel cache, and other system cache files
NOTE 2: if you have a wireless keyboard with rechargeable batteries connect it with its charging cable before booting into Safe Mode. This makes it act as a wired keyboard as will insure a successful boot into Safe Mode.
I once again tried the Safe mode restart but nothing changed once the reboot was finished.
I do not have a wireless keyboard. I'm using a MacBook Air M1 2020.
Did you try saving a rule while in Safe Mode? If it works there then you have some software that is interfering with Mail.
Yes, I did and it did not save. I tried again once I was out of safe mode but no change.
BTW, I have 2 Macbook Airs and its the same on both.
Have you installed and run any "cleaning", "optimizing", "speed-up", anti-virus or VPN apps on your Mac?
I have MalwareBytes and nothing else. The 2nd Macbook Air has nothing.
Malwarebytes is good. No problem there.
Rules will not save in Mail app.
