In principle, charging your laptop from this monitor should work if the 65W it provides is enough to charge your laptop. But in practice, some have reported that the USB-C connection is not reliable:

Maybe try to find a display model in a store and connect your laptop there to see if it works?

The rule of thumb—if you are near the mains leave it plugged in, if you need the portability then run on the battery only—this is how you optimize your battery charging and extend the working life of your battery by reducing the cycle count.
