tuffythefirst,
Does this happen if you browse Safari without the app? How about the App Store? If other apps are not experiencing the same thing, it could be that Safari or the app you just downloaded do not have cellular data access. Your iPhone will use cellular data for browsing when you are not connected to Wi-Fi. The guidance below can help and is from View or change cellular data settings on iPhone - Apple Support.
"Choose cellular data options for data usage, performance, battery life, and more
To turn Cellular Data on or off, go to Settings > Cellular.
To set options when Cellular Data is on, go to Settings > Cellular > Cellular Data Options, then do any of the following:
All the best.
Welcome tuffythefirst,
This is something we can definitely assist you with, thanks for posting here.
We're happy to help you figure this out!
To start, let's see if the steps in this article help get things working: If your iPhone or iPad won't connect to a Wi-Fi network - Apple Support. That article addresses issues with Wi-Fi network access, and should help get this resolved. If that doesn't work (or if you're not using Wi-Fi) then this resource would be the next best bet: If you see No Service, Searching, or SOS on your iPhone or iPad - Apple Support
Thank you for being a part of the community here. We hope this information helps!
Best wishes.

Hello
1) Was not using wifi. I downloaded the app using cellular. So did have access to internet.
2) then Safari pops up and says I do not have internet and will not let me start/open the app I just downloaded.
Really???
I was not near any wifi.
I used the apple store to download the App. How could I download the app if I did not have not have internet access through cellular ?
Why would Safari not have access?
Cellular is not the problem. Safari is. If could remove it from my Iphone I would. It never helps.
