So my brother gave me this ipad 2nd gen 16 gb with cell data and I can't locate where the sim card is. Any pointers on how to get it removed?

If it is a Wi-Fi + 3G cellular model iPad 2, the SIM tray is at the top left side. See: Remove or switch the SIM card in your iPad - Apple Support
Are you certain that it isn't a Wi-Fi only model?
Sorry, I'm not sure what you mean by cellular notch on the back. Do you mean the small hole where you insert the paperclip or SIM eject tool (at the top left side on the curve between the side and the back)?
No idea why it wouldn't have a SIM tray. They can be quite difficult to see but the eject hole should be clearly visible.
I have already checked all sides and there is no sim slot.
That would indicate that it is a Wi-Fi only model.
But it has in settings a cellular option and it has the cellular notch on the back.
