I'm trying to continue the setup of a new iMac, but all I get is the colorful screen with 3 icons that require
a password that do not accept my Apple password on any of them. My only options are to "shut down",
"restart" or "sleep". I cannot do anything else.

Take it back and have him either refund your money or do the proper setup as described in the link.
You can do this yourself, but if you paid the price for a truly new Mac you got scammed.
No new Macs are sold with OS X 10.11 as listed in your info. New Macs are version 13. Version 10 is ancient.

If it were my Mac, I'd boot from one of my flash drives, wipe the drive and install a fresh copy of Ventura.
If you're not prepared to do that, and you're stuck, a visit to the Apple Store may be in order.

This is a new iMac running the latest OS. I began the setup a month ago but had to leave it unfinished
until now. I have tried my Apple password numerous times, as well as other Mac passwords I have used.
Nothing seems to unlock the screen. Should I take it to the Genius Bar?
I just restarted my iMac as I didn't recall what the startup screen looks like. There is no menu, so the reinstallation suggestion may be moot.
Others will likely respond.
